Some one else used my credit card to make payment to there PayPal account

Some one else used my credit card to make payment to there PayPal account. Probably a hacker I’m guessing got ahold of it. Is there anyway to report that merchant, even if my credit card was not On my PayPal account from a actual charge

I would talk to your card issuer ? chargeback via them?
