Should i have to buy bitcoin to receive an international payment?

I think i am being scammed. The sender paying me money is telling me that i have to buy $200 bitcion to receive my payment. The payment is international so it came with fees that he told me to pay buy buying bitcoin

Yep 100% total scam.

You do not pay fees upfront to receive funds especially via another payment processor ie bitcoin !!

Any fee you are charged are auto deducted from your buyers payment the same instant the remainder is credited to your paypal account balance.
