Seller won't issue full refund, refund guarantee stated on website?

I purchased an item, the sellers web page stated "money back guarantee". I want to return the item for a refund as it doesnt fit. The seller states on the web page "if you bought it and felt it's not for you don't worry. Just shoot us a message at....."
I paid $65.12US and they are offering $3US.
I can't find anywhere on PayPal website to help me. The resolution centre's auto generated dispute questions are not applicable to my needs.
Any suggestions would be greatly appreciated.

Any guarantees are between you and the merchant and not covered by paypals buyer protection policy.
To be honest any guarantee is not worth anything if the merchant is in another country as you can't enforce it legally if its an international sale.
Paypal covers you for items not received OR significantly not as described, which means that they don't get involved in 'quality' issues.
Advice is voluntary.
