I am dealing with a seller that exclusively requests payments being sent via the “friends and family” option to get rid of purchase protections, and then refusing to deliver the product. Is this against the PayPal terms of service? Can his account be suspended or locked for this?

Yes report to paypal and if he is advertising for buyers to pay that way they may well intervene.
Advice is voluntary.
