Hello!
I would like to file a complaint against a PayPal! We got a tuition fee transfer from one of international students but PayPal closed down our account and put our funds on hold for 180 days (as a result our student cannot be enrolled). One of PayPal representatives told us that our funds would be released in 21 days but then we got a message saying that our funds are on hold for 180 days. PayPal does not respond to our emails. Furthermore, they limited our account options; that is, we cannot enter a resolution centre. Is there anybody who dealt with a similar problem? Where and how can we complain?

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.
Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

My account was permantly limited. I had to wait 180 days, didn't owe anyone and wasn't waiting for any funds. After 180 days, they won't let me close my account even though they won't let me use it. I can't even get my banking info off their site. Can anyone help?

Sadly you can't, Paypal limits the account to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account against their rules.
