Hack email - paypal acount restricted - Paypal account not accessible because of an old phone number.

i submit my question there because it is quite the same problem.
In May of last year, I got my inbox hacked. 1 month after my box received a warning asking for additional information or risk having my account PayPal restricted. Recovering my mailbox was quite a problem and I finally got it back only a few days ago. I found that i received a message from PayPal 1 month after losing my inbox warning me of the risk of restriction. Since then, my PayPal account has been restricted.
If I was able to receive my 2 other accounts because my three emails have been hacked, I still can not recover this account PayPal link to this last email because for this one I made the "mistake" to fill in the phone field. If I was able without difficulty to find my two other accounts PayPal through my email addresses, this one remains blocked because it asks each time either to receive an sms or a whatapp on this same phone number that I have not had for months, having change of country.
How can I recover this account PayPal linked to this email?
