Paypal insists that I pay for a fraudulent trx. Why?

I purchased something from a bogus website. The transaction didn't complete, and I didn't receive the item I purchased or any confirmation of my purchase. The person who received my payment is not the website I visited. Paypal says the trx completed on their system so it must be valid and they want me to pay for it. My bank noticed it was a bogus trx and they stopped the payment. Why is Paypal not understanding that this was bogus transaction?

Paypal covers you for non receipt of item OR item received but not as described.

If the transaction has completed and been transferred to the email address you sent it to then you need to open a dispute.

I can't file another dispute because they closed my original dispute and I can't call the number&nbs[Removed. Phone #s not permitted]to talk to someone about this because I get a message that offices are closed even though I call during their hours. After this is resolved (if it ever is) I'm probably never going to use Paypal again.

Hard to advise when no where in your opening post did you say you opened a paypal dispute already.

You also have not said which dispute you opened and what happened???
