Paypal account limited when I am 17, Made another account at 18 and got limited again

Hi, I have an account that got limited when i was 17, I got a notification saying that my account has been limited. After that I assumed I got limited since I am underaged, so I waited till I am 18 years old (which is today) and made another account.
 
Before I turned 18 I got an email from paypal support at Nov 26th one of the sentence being  "We always perform a thorough investigation before deciding to initiate the closure of an account. However, we appreciate that from time to time misunderstandings can happen. If you wish, you can appeal our decision. Just get in touch with us and let us know. To do so, log in to your PayPal account and click 'Contact' at the bottom of the page. Select 'Managing My Account' as the topic and 'My account is limited' as the sub-topic, then send your message." when i tried to appeal, there was no option for it.
 
I read from a paypal thread that I can make a new account with a different Email for this. But once I made it that account also got limited. I got an email that i used for my 2nd paypal account saying "You'll also be charged a High Volume Dispute fee based on your activity for all existing and future cases you receive" however i have not did any transaction nor connected my bank account to both of my accounts whatsoever.
