Welcome to PayPal Community! I realize that you are having issues with your account due to a limitation. I'm glad that you were able to reach us and I will do my best to assist you. Limitations most often occur when we believe there are security concerns or if we need to verify someone's identity. Federal law mandates we do this in much the same way banks require identification when creating an account. In most cases, you can visit the Resolution Center and find any outstanding steps required to restore the account. You can find the Resolution Center here.
If you are having issues resolving the steps found, you can reach Customer Support by clicking Contact and then Message Us (when available) at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message. I hope this helps!
