Payment sent to business instead of friend by mistake and they have had commission deducted

I have sent a payment by mistake to a business instead of to a friend, so my friend has not received the full amount, how can I amend this? If they refund me I will only get back what they have been paid

Sadly unless paypal return the fee as a goodwill gesture (unlikely) then its too late to change anything now if the payment has completed.

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
