Paying for shipping across US and Canada boarder

A popular YouTube personality claims that I won a prize. In order to send it from the US to Canada he says there is a fee of $65 to have the electronic device clear customs. He wants the funds to go through PayPal. Would I be protected if it was a scam?

Just make sure you send money marked as “Paying for an item or service”.

Personally wouldn't touch that transaction, buyer protection is not a 100% coverall and this sounds like a scam to me.
