Partners account deleted? How to contact paypal?

Hi,
My partner received an email yesterday to say that his account has been deleted. There is nothing to say why this has happened and he did not do it himself. We have tried to contact PayPal and look on their FAQ page, but they are useless and have not helped at all. He needs to actually speak to someone. Does anyone know how he cant directly contact PayPal to resolve the issue and get his account back?
This is very problematic as a lot of our bills come through PayPal.

Partner has to call customer service as guest without logging in:
https://www.paypal.com/au/smarthelp/contact-us
Click “Call Us” option on the bottom.
Click “call us as guest” link.
