Permanently limited means they banned your account and you cannot use PayPal anymore.

You will have to file a complaint at bbb.org under PayPal San Jose, CA to see if they can restore your account or direct your complaint that deals with int’l accounts if customer service cannot or would not help.

No one in the forums have access to your account to handle account specific problems.
