PAYPAL BUG RESOLVE NEGATIVE BALANCE WITHOUT NEGATIVE BALANCE

As my account get temporarily limited i had a negative balance and resolved it when the pending transaction was approved and stopped being on hold, when i click resolve negative balance it says i cant add money higher than my negative balance but i dont have negative balance anymore so therefore i cant activate my account again from being temporarily limited

ive tried chatting and waiting on paypal support but they are taking too long its been 2 days
