Unfortunately, there’s no PayPal buyer protection with friends and family payments. Friends and family payments are “gift” payments. If something is too good to be true, it usually is.
Just ignore/block the person and change your number, if needed.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
