No answer from Paypal to resolve my problem

Hello, I have tried to contact PayPal on message but I don't get any answer only automatic message and they told me if this is not what I want I should reply to the message in the message center but when I reply no one fix my problem. I want to add my credit card to withdraw my money from Paypal(180 days passed and I get a message that I can withdraw my money now), but I get a message told that I need to contact support. please if anyone here can help? Thank you.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

finally i get answer from a paypal agent he asked me to provide my id card and proof of address i have already send them hope that he can resolve my problem. Thanks for your reply. Have a great day.
