New business account "permanently limited"

I just opened my first business account yesterday, haven't even had a chance to add any card or account details yet but it's already been permanently limited? The only response I've had from PayPal is to say that they don't have to give a reason and won't be undoing it.
I could understand if something odd had happened on the account but it's literally brand new, I only have one other account and that is a personal one.

Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not being in the country where you have opened a Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks OR items that violate their acceptable use policy.
If none of those then.........
You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

...just noting that the messaging feature on the Facebook page is a bot -- as useful as the chat bot when one logs in.
I had exactly the same issue today -- received an email that my 2-month old nonprofit account was permanently limited, with zero explanation. Fought through numerous bots on Paypal's websites / chat features, including messages that no carbon-based customer service would be available until tomorrow morning, until I finally found a phone number where a human being would eventually get on the line. Don't get me wrong -- that human being did a great job escalating the issue and speculating on the cause in a way that sounded believable. But getting to that person took over 30 minutes.
We should know tomorrow whether our nonprofit is still a paypal customer.
