Need assistance on what to do when Paypal closes a case prematurely without a legit answer.

Hello. I need help figuring out what to do here. I opened a case through the resolution center for a seller charging me the wrong amount that I agreed to and Paypal closed the case stating that this wasn't something that violated their policy. Has anyone had this happen to them? Let me start with some background info.. I found this item on a website that I wanted to buy my daughter. It is one of those flying orbs that comes back to you like a boomerang. It was 22 + shipping. It did not state anything about tax. The order page has the item total, the shipping cost and the grand total, which was 28.36. I hit the submit button, it takes me to the linked Paypal screen where it states it's charging 28.36 to Paypal, I log into the paypal to accept, it brings me back to the main order screen where it states total charged to Paypal was 28.36 and the order is complete. I get an email confirmation from the seller stating the exact same thing, 28.36 charged. I then get an email confirmation from Paypal but this statement says the seller charged 35.45!! This statement that Paypal has shows a 7.09 TAX on a 28.36 total? I'm confused and don't understand why that info was not divulged on my order page or the receipt I have. I quickly try to contact seller and it turns out there is no phone, only email so I send email and use their contact form on their website.. No response.. Come to find out the seller is in China and the product is shipping from POLAND! This was Dec 7th. I quickly opened a case with Paypal to dispute the difference. Many days later they tell me they can't do anything and close the case because I can't dispute TAX! Wait, what? The Paypal rep tried to tell me that they charged based on my state.. Umm, SC only has a 8% tax, not 40%! I also stated that how could a seller in China and product in Poland even charge for tax in the first place. Also, the main point, that amount was not even authorized by me or given to me to decide. It's like that snuck in some kind of other fee disguised as a tax. But Paypal refuses to do anything. So Im left trying to figure this out. Of and the worst part, I've been trying to contact the seller to cancel and stop the shipment, even sending the shipper a cancel notice and NO ONE will respond! It's like they don't care since they got my money. I can't win with this one and not sure what else to do. I know it's not alot of money but I think I'm upset mainly because Paypal is not taking this seriously. Any ideas?
