Is there a way to block payment of a fraudulent order before it's paid

I tried to cancel an order. The company refused. Can I block payment from going out. It's a company that seems very suspicious

Paypal covers you for non receipt of item or item received but not as described (terms and conditions obviously apply as per buyer protection policy).

They do not cover buyer remorse, you should really risk assess your own transactions before sending any funds.
