Hi there @Undinax,
Thank you for posting in the PayPal Community!
PayPal will never request that you pay any sort of Bitcoin transaction fee nor should you need to pay one to a seller to receive a payment. This does sound like a scam, I am afraid. Also please keep in mind that financial products or investments of any kind are not covered by PayPal's Buyer Protection Policy! I would advise against sending this payment unless you are sure you have done your research first. For more information on Buyer Protection, see: PayPal Security Center - PayPal Safety - PayPal
For further information on spoof and account security see: How do I know if an email is from PayPal and how do I report a spoof email?
I hope this helps and I hope you have a lovely day!
Rebecca
