It doesn't relate to a transaction and therefore it there is nowhere in the resolution centre that allows me to follow a line of enquiry. I had a security code sent to my phone but I wasn't in the process of buying anything.

You're correct. The self help option for reporting unauthorized activity is centered around unauthorized transactions. If you have unauthorized activity to report that does not involve a transaction, please contact customer service directly. You can find your contact options by clicking Contact at the bottom of the PayPal website, or you can PM on Facebook or DM on Twitter.
If you received the security code, it's possible that a person mistyped their email address and inadvertently attempted to sign into your account.
