I received 2 invoice requests from Service at PayPal for $800 each, is this a scam?

I received 2 emails on Aug 16 and Aug 19 from Service at PayPal saying I requested an invoice for $800. Said it would charge me by the end of the day but never did. Is this just a scam spoofing PayPal's service email to get me to contact by phone and give them more information to try and steal from me? I already changed my password and contacted PayPal via the official site.

Sounds like a scam money request or invoice.
Scammers harvest email addresses and send out those requests hoping some email addresses are linked to paypal accounts and the unsuspecting recipient 'may' pay them not realising they are scams.
If there is a cancel option then cancel it, if not ignore it and hopefully it should time out at some point.
As long as you don't click to pay it then no money should be transferred.
DO NOT use any link or phone number that may be supplied.
