I made a transaction by mistake and can't get my money bk because they owe PayPal money

I made a transaction to the wrong address, the person received as said they have got it but because they owe PayPal money PayPal have took my money and used it for this person's debt and there is no option for them to forward it to me, So PayPal have basically stole my money, money wasn't ment to be sent the recipient agrees that it's ment to come bk to me but has no option to return it

Not convinced that PayPal stole your money. You sent the money to wrong address remember. Still, the recipient can issue you a refund but the money will come out of recipient’s bank account, as it should since you essentially paid for them what they owed PayPal. Or recipient can do you a favor and call PayPal customer service and tell them to reverse the transaction back to you because the money is not meant for them, and received by mistake so not rightfully theirs to give to PayPal.

If this is a friends and family payment, there’s no buyer protection. Got to be careful and review payment info thoroughly before sending.

The person says there is no option to refund the money and it's just been taken from the £5000 they owe
