I'm unable to contact Resolution Center or open a case to resolve my account Limitation

I created a new PayPal business account for an ecommerce website I recently started. My Account was limited even before I could confirm my email address. So, limited even before it was active basically.

 

Per the help center guideline, I'm trying to open a case in resolution center to get things reviewed but there's no such link/ or open to do so in resolution center. It asks me to go to account limitations to view and resolve. But when I click on it, it's just a general message that your account is restricted.

 

I feel like I'm being re-directed from one link to another, with no option to actually open a case for my account to be reviewed. So frustrating.

 

Can anyone please help?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
