I'm trying to "escalate to a claim" but when I hit "view" there is no "submit" button...?

Has anyone started a claim? I went to the Resolution Center, and clicked on "view" under the dispute, but there is no "escalte to claim" option to submit...?

I was told they couldn't dispute that particular transaction im confuse because I want my money back.

@atucker76- In some cases, particularly with Item Not Received disputes, the option to 'Escalate' will not appear until the dispute has been opened for 7 days.
I would ask you to check back when the case is opened for a week in order to escalate your dispute, for steps on this, see: How do I escalate a dispute to a claim? (paypal.com)
@mmoore4076 - PayPal offers purchase protection for cases of unauthorized use, non-receipt, and items that are significantly not as described. PayPal's Buyer Protection Policy does not apply to payments sent via 'family & friends' or 'personal payments'. Also, there is no Buyer Protection on donations.
