I got a perment limitation no reason

Hi can anyone from PayPal please help me, I recently created two accounts on PayPal one for personal use and one for business use I linked the personal account to my credit card and tried to the same card that's when I discovered paypal doesn't link one card on two accounts so I decided to delete my business account and Change my personal account to bussiness and with a few hours I received an email saying I can no longer do business with PayPal and can't create another one because I did something fraudulent I never sold anything or be fraudulent I was looking forward to starting my online business and use paypal can anyone from PayPal please help me create a new account or recover old my account because the email I received is saying I can no longer make a new account please help me I never sold anything infact I was just about to start my business and this happened
