My PayPal is now blocked and it’s telling me to confirm whether I’m a taxpayer in the US or not but I do not even live in the US?

It sounds like the reason you're being prompted for information is due to FATCA regulations. Please take a look at the linked article for more information.

I would not recommend the solution provided by @Graga. Circumvention of PayPal's rules by opening a new account is a violation of the User Agreement, and will likely result in permanent limitation and the inability to use PayPal.
