I can’t get a refund/Scamming

I paid a guy in the 20th of feb then reported for scamming him, PayPal told me to wait till the 27th , I waited now they are telling me to ask for a refund but they will finish it on the 15th of March but I am afraid of the guy because he can steal the money by that time

If you WIN a dispute and the seller does not refund then paypal normally refund you under their buyer protection scheme.
