I'm sorry to hear you may have had a negative experience with the person you've mentioned. If you purchased an item or service from them, you should have the option to file a dispute. If you haven't made any transactions or you were the seller, you can report them to Customer Support by clicking 'Contact' at the bottom of any PayPal webpage. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
