If account limitation, go to the Resolution Center to find out what you have to do to lift limitation.
If permanently limited (banned—You can’t use PayPal anymore), you must wait 180 days and an email from PayPal saying it’s ok to withdraw and how. You might have to ask customer service to turn on the withdraw and link bank or card (if necessary) functions for you if the system is still blocking you.
