How do i restore a balance with an account that has been limited and has blocked my only card?

How do i restore my account balance as i am in debt within a permanently suspended account where i am not able to restore the balance due to my only bank card being blocked by paypal.

My PayPal account had been permanently limited and after my account had been suspended, my account balance fell into debt due to a client of mine refunding their money. PayPal has asked me to restore the balance and i am unable to because my only card which was originally linked to my paypal has been blocked from sending money into paypal.

I am not sure how to restore the balance in my account as my one and only card has been blocked.

Is there anyway for PayPal to unblock my card so i can restore the balance?

Ways to clear a negative balance.

1. Transfer funds from your bank account via the add funds function. (may not be an option if you are perma-limited).

2. The quickest and easiest way is to get a mate or family member to send a payment via the friends / family option. As long as they don't fund it with a card it should be free.

3. Via a card over the phone with paypal.
