How do I talk to an actual person?

my email was hacked on the 2nd. someone stole money from my connected cashapp account and used my twitter account to spam dm followers some link. luckily, my paypal account had no money in it at the time. 

however, around the same time someone logged into my twitter account, i received a permanent limitation on my paypal account. ive tried contacting customer support in a variety of ways, and i keep getting automated responses or responses that dont make sense. for example, one person said i have two accounts with the same email address and that was the issue (how?) and when i asked for clarification, a different person sent an automated response that ignored everything. i also got a response saying that they would appeal the limit, and a response from someone else saying that its impossible to appeal. those are two completely opposite things, and the second person wouldnt tell me why or whats going on. this has to be some of the worst customer support ive ever encountered. 

there has to be a better way to talk to costumer support. i want to talk to a single human being that actually reads what i type and understands how paypal operates. is that really too much to ask?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
