How do I report fraudulent PayPal user, and recover funds?

Using PayPal in Chrome on Win10. PayPal user received payments from several people for same items, and delivered them to no one after payment receipt. Is there a way to report this PayPal user, and possibly recover funds sent in good faith?

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute
Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.
If you lose because the seller provides a fake tracking number then post back here for more advice.
If the item arrives and its not what you ordered / not as described then make sure you change the dispute quickly from non receipt. If the dispute times out before you can change it then contact customer services to open a second dispute for the new reason.
Activate the below link in case you have to return the item at Paypals request (or the correct one for your country as this is the U.S link).

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.

Most likely you are out the money and the scammers win again. I had a similar situation where a scammer had a Site up pretending they were a well-known retailer. When you went to pay, a message popped up and said their credit card system was down but PayPal was working. I paid with PayPal and immediately, I realized I was scammed. I felt stupid and I was. The problem lies with PayPal's policies. You can't dispute for a certain timeframe like 14 or 21 days to allow the scammer to ship the item to you. I disputed anyway and the case was closed instantly by PayPal, saying since I authorized the charge, too bad. Even though I explained what happened and the fake website, they didn't care. I then tried disputing with my credit card that I used to pay with PayPal but that was denied by PayPal saying the case was already determined. It was my fault I paid for this site, but you would think PayPal could use some thought process sometimes to realize people are human and make mistakes.

Why did you file a dispute for unauthorised if you made the transaction?
Why not open a dispute for non receipt of item.
Also folks have got refunds using my method above so please don't try and dissuade them trying.

Hi,
I was not aware that i had opened a dispute at all, though I did start to, and then found that non-receipt of item was not one of my choices, so I thought I cancelled it. Apologies if I did that wrong. I have never done a PayPal dispute before.

Ah, thank you. It was confusing.
So, I tried opening a dispute, but there was no option for not receiving what you paid for.
I could do screenshots of what I saw if that would be helpful.

So I went to one of the two transactions, and clicked on Report a Problem:
then under Let's get you started, the only category that seemed relevant was transaction errors, so I clicked on that:
then under tell us a bit more about the problem, the only one that seemed relevant was I have an issue with the money that was sent:
and when I clicked on that, I got no relevant choices:
so I am not sure where to go to select that I did not receive the item or service.

As it says money SENT and you do not have the option to file non receipt then it looks very much as if you did not use the goods/services option when you paid but the friends/family payment method thus negating your buyer protection?
Did you use send money > put in email address and select f/f OR did you pay the sellers paypal.me link?

i put in the seller's paypal name and used friends and family, because i did not realize there was a reason not to, in this case.
