How do I report a seller for providing illegal services?

Our rescue as many others have used a sellers transport service for bringing our rescued dogs to the UK. The most recent transport we disputed as there were numerous errors etc but as its to do with live animal transports paypal even though the evidence I provided more than proves my case cant deal with it!!
However, we also proved with evidence his transports are infact illegal, and break various UK and EU laws in regards to driving time, lack of breaks, not feeding or caring for the dogs etc.
Paypal however have not closed his account and still allowing him to continue receiving funds even though I have proved the service he charges for is infact illegal
How and who do I report this too? I already covered this in the dispute and even though paypal agree he has broken various laws, they handed him back funds and allowing him to continue ...utterly disgusting, Paypal is literally allowing a criminal to utilise there platform to fund his illegal activities

Paypal covers you for items OR SERVICES not received OR not as described but that has to be significantly not as described.
Its always one persons word against anothers and paypal make a judgement call, as they never see item or service that is as far as they go as they are just a payment processor that gives 'some' seller and 'some' buyer protection.
Anything else you need to take to the small claims court if its illegal.
