How do I get a refund from an unresponsive person that defrauded me?

So, I paid for dog training services offered off of Facebook, back in October. The payment was all off of PayPal. However, the class was supposed to start yesterday, and I have received nothing. I messaged them on PayPal, no response. I went to my Facebook messenger and see that this person has blocked me from finding or messaging them on Facebook. I sent the payment back at the end of October. Is there anyway to get my money back? What do I need to do?

As long as you did NOT pay using the friends/family option then you should have buyer protection.
Click on the transaction and using the 'report a problem' option bottom of that details page open a dispute for non receipt of service.
Advice is voluntary.
