Good afternoon, My wife is British and has a PayPal account in the US for receiving payments for online services. It is convenient as her customers can pay at her website using the PayPal payment system. Recently PayPal has been asking that she provide them with her U.S. tax documentation. She is British and does not live in the United States, so doesn’t have any tax documentation.
There must be other foreigners who have PayPal accounts. How do they solve this problem legally? Thank you in advance for your help. Tim

Paypal is country specific and you should open a paypal account in the country where you reside, you should not use another countries paypal account as it may work for a while but when paypal request more i.d. or tax information that you can't provide then it may well be permanently limited.
Suggest you reach out to customer services for advice on this issue?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
