How can I remove my permanent limitation? I am sure it was limited in error.

I have had my account permanently limited and I don't know why. All the information I have entered is legitimate, and this happened while I was trying to link my credit card. I was told there were issues and asked for a photo of my ID, which I did provide. Front and back. Very shortly after, I received an email telling me I could no longer use PayPal. I am almost certain this was an error and I would like it to be fixed ASAP. It won't let me access the chat and, seeing how I'm not from the USA, calling would be incredibly costly. What can I do?

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
