Fraudulent payment using Paypal account but using my credit card details

I noticed that there was a payment on my credit card made on the 9th December for £59.04 to a company I have never used or even known about. Interestingly it used PAYPAL and the company name. But when I checked on my pay pal account it was NOT shown there. I was advised to phone up the fraud office of the bank about this payment. I tried to inform the bank but the electronic assistant did not seem to understand wat I was telling them. So I had to end the chat. Today I got an email to say that my account was limited. I don't mind that because I do not use it for a lot of things. But the fraud is worrying. Did someone from Paypal have a way of bypassing certain procedures. When I went to the website of the company in question, there were several entries about this kind of fraudulent activity listed by someone who also is trying to figure this out. How can this be? Who is the scammer? How can I talk to someone in Paypal? I have just become disillusioned with the situation. What can I do?

A lot of these companies change names if you bought something from one of these Asian companies from Facebook or Social Media so you don't always recognise the transaction on your funding source.
If you bought something online with a debit or credit card and didn't log into your Paypal account then of course it won't show on that Paypal account because you bought as a guest buyer.
However your seller may have processed that payment using their Paypal 'card reader' and so Paypal would show on your bank or card statement.
If that is not the case then contact customer services and your card issuer to query the transactions.
You don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you. OR you could try opening a Paypal account with the card used to fund the guest transaction and then adding the reference number as per email to add the transaction to your Paypal account.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.

Thank you very much for your assistance. I got in touch with my bank first of all because I was not able to see the transaction on my Pay Pal account. The Fraud Office cancelled my credit card and has taken up the matter with Pay Pal. I have had a reply from Pay Pal to say that they have been able to see the transaction and are aware that there is a problem. They are investigating. Not sure why I did not get info as the transaction is being made. The FLOWERSCAIN website seems to indicate that there are several such suspicious transactions. I await their communication.
