Is there a well orchestrated plot to defraud us of our money? I made a purchase at [Removed]. The seller increased my PayPal transaction from $97.00 to $111.55. This has never happened in all th years of using PayPal. I bought 7 pairs of sandals which would weigh at least 8lbs. The seller (Stephen [Removed]) shipped out a package and never sent tracking info until it was delivered. He sent something weighing 1/2lb to another address in the same zip code so I’ll never receive it. When I called USPS they said I cannot get the actual delivery address for ‘security’ reasons. Where is all this security when sellers are robbing us? Even with all the evidence showing the item was not delivered to my address, PayPal closed the case without warning in favor of the seller. I have been using PayPal since 2003 and not once have I tried to defraud a buyer or seller. It’s time to find another payment option. I’ll be getting my bank and VISA to review this. USPS on the other hand is so incompetent, even if you pay for shipping they are denying you the right to know where your merchandise went. I am very disappointed in PayPal but I don’t expect anything better from USPS. For some reason I think this is a scam involving elements from both companies. Anyone have an email for the general manager or someone at that level in PayPal? Their staff need better training to read and understand claims properly.

A savvy scam seller who knows the limitations of USPS tracking info and PayPal seller/buyer protections take advantage but if you can persevere to deal with the difficulties, you can win the case (ie. calling multiple times, gather documentation of all your compelling evidence, for example, USPS can provide a letter that said delivery address for tracking number is not for your said street address and confirming weight of package, submitting a police or ic3.gov report). This is all part of the seller trying to discourage you get a refund because of what it takes to overturn the decision. I post this many times that I am very tired of saying it, tbh. 🤦🏻
Alternatively, you can file a bbb.org complaint under PayPal San Jose, CA or disputing through your bank or card issuer is an option.
In regards to the increased amounts, merchant that use PayPal Checkout may use authorization and capture 2 step method that allows merchant to capture a different amount to accommodate changes in orders, sales taxes, shipping/handling, gratuity, incidentals, etc.
