Cant access money after 180 days its been over 1 year

Been calling Customer service and it seems no one has a clue on what's going on with my account its been over 1 year and my funds are still there limitations can't be removed. Please someone help

In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.

As you have a U.S paypal account can you confirm you live in the U.S?
Or are you using or have used a VPN?
Is your account in your legal name and not a nickname and are you over 18?
Only those are some of the reasons you are not getting an email regarding funds release?
Advice is voluntary.
