Can account which is permanently limited be resolved

I have been trying to open new accounts after my account became permanent limited but the situation remain the same, I can't open a new account because there will be no change in my account limitation,, kindly help I want to remove the limitation.

Paypal permanent bans normally can't be appealed.
As paypal are no longer offering you their services you are not allowed to try and open new accounts as you have been banned from using paypal.
Advice is voluntary.
