Can I safely refund a suspected scammer?

I sold an item via Facebook.

 

The buyer overpaid (using friends and family) and asked me to refund the excess.

 

I did a quick check and found that the delivery address was a forwarding service.

 

2 red flags! I am cancelling the sale and will not post the item.

 

I am happy to return his entire payment but am worried that he may yet cancel whatever method he used to pay Paypal and I will have refunded him and then have to repay again.

 

Am I being paranoid or is a straight Paypal refund going to settle the matter?

 

Should I leave it to him to raise a dispute or issue a chargeback?
