Buyer protection off a private seller

I am looking to buy a second hand drone through a personal ads website off a total stranger, who is suggesting I pay for it using paypal buyer protection. Looked at on the site, but it suggests if you buy off a website. This is a website but a private individual sell through it. Will buyer protection work if the item dosent arrive, or turns out to be a dud etc etc?

As long as you use the goods/services option to pay and NOT friends/family you would have buyer protection (terms and conditions as per that policy).
