Alibaba Purchase PayPal closed my item not received??

So I ordered and paid for a polishing machine from Alibaba on the 15th October 2022, due to the weight 177kg it had to be sent by Sea to Australia, apparently it was shipped on 27th October, however I was unable to track using tracking number as due to covid problems in China it would not track until ship left Chinese port. This didn't happen according to seller until November December, eventually seller gave me a local shipping number in December for an Australian Courier service, in the meantime the same Courier delivered 2 other orders from same seller.
I was then told by the seller there would be further delays due to Christmas and new year eve.
Eventually the tracking started working in late December Hunterexpress.com.au was the Courier but now it had to come from Sydney nsw to Perth Western Australia 4000kms away.
Tracking never updated but I was told by alibaba seller all was good they had contacted hunterexpress.com.au and polisher was on the way.
Fast forward to 11th January 2023 I see it's on board for delivery, sadly due to its delay nobody was going to be home to sign for it.
I ring hunterexpress.com.au to advise and their system says if inquiry is about delivery refer back to seller.
I then ring back hunterexpress.com.au again n it says hold line to talk to customer representative, it then transfers me to mailbox which is full.
In the meantime I get home nothing there no cards in letter box , no nothing zip.
I check tracking it's been delivered @9.04am 11th January 2023 , authority to leave . Which I never agreed to leave without signature but anyhow.
I check my CCTV footage and no one has come to the house at all during that time. So I check earlier and rest of days footage (copy kept) no one drops off anything no truck zip have to be truck as it's 177kgs and cost $2200 usd.
Once again I ring hunterexpress.com.au same thing automated message contact seller if item not delivered, hold line goes to full message bank, this seems to be the usual from hunterexpress.com.au if you look at all bad reviews they have online. Numerous emails have gone with no reply. Numerous numbers checked all go to same central number with same results.
I go to alibaba seller does his checks says yes was delivered 9.4am and sends form with signature but it's just authority to leave written in there. He refuses help. I tell him my woes about Courier company he chose not me, and again says not his problem
I try to lodge dispute in alibaba to atleast get seller to try n do something, however it tells me trade assurance is now expired even though I'm a platinum member and it extends to 60 days after delivery, it simply won't allow a dispute. Email to alibaba go unanswered.
In desperation I lodge item not received dispute with PayPal, only to have it closed immediately, refused not under PayPal protection? What ? I used PayPal specifically for that reason and they refuse. I'm now out of pocket $2200usd , with my only hope being a charge back on my credit card which my bank has agreed to within 120 days of purchase, but before processing they said I should try 1 last effort with PayPal. I really have no idea whether correct goods were sent by seller why they used this company or courier at fault, but as I never received it then ultimately it's up to seller to work it out with courier if insured, especially as hunterexpress.com.au say on phone discuss with your seller not us.
Any advice be appreciated Wayne I'm at my wits end.

Call customer service to speak with dispute specialist and tell them what you said here asking for another review of case. Seller likely provided proof of delivery to PayPal who accepted it. If you have any evidence to the contrary submit proof. Take screenshots of time stamped footage. If they still deny you, then chargeback.

No it was closed within an hour no evidence was uploaded by alibaba, closed by paypal as not covered by buyer protection

This item was never delivered to my job I just lost 79.99 for no reason. I look to you for help and got nothing I will have to think about keeping paypal the customer is not protecting with you.
