My son's account has been blocked because he is underage, can I check his account or if he buys something, wouldn't it be possible to create an account for my son using his ID card and bank account?

Sorry. Son have to be 18 or over to have his own PayPal account. His account is no longer useable.
Once he is 18, he can contact PayPal about opening a new account.
For now, you can open an PayPal account under your name, linking your bank acct/card, and if requested, your SSN/photo ID and let your son use the account under your supervision. Do not link his ID, bank/card to your account.
