Welcome! It sounds like you may have run into an account limitation - is that right? If so, normally you'll see steps to resolve any account issues in your Resolution Center. If you're still running into issues after that, I'd recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page for further assistance.
