Account Limitation to due misunderstanding and reporting transaction by mistake.

I have account limitation which happened by mistake through my brother he reported a legitimate transaction using his paypal account and Paypal has reported the card and blocked my account , then he tried to mention that it was reported by mistake however no response until now I have sent multiple emails today as well with no luck the confusion that happened I was paying through different card and didn't realize that there wasn't sufficient funds so Paypal automatically deducted the amount from my brother credit card on file please help what do in this case as I need to activate my account again urgently.

My debit was fraud Ed.  Bank replaced with a new one but PayPal will not let me use it.
