You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?

I also faced same problem. Its more than 200 days, but still i got no email. My account wad limited because i used this account from Bangladesh which is not allowed in Paypal. Now how do i transfer my money which is in Paypal account?

If you don't live in the country where your paypal account is registered then unlikely you will get the email as it would be an illegally opened account.
