unable to integrate Pay upon invoice

We created one paypal developer account & as per paypal plus prerequisites we also created one business & personal account with country code as DE (Germany) . & later we created one application with business account & created one payment using following api.

https://api-m.sandbox.paypal.com/v1/payments/payment

In response of above api we got the approval url as following.

https://www.sandbox.paypal.com/cgi-bin/webscr?cmd=_express-checkout&token=EC-776511328H455922X

when I am trying to access with above approval url, it is not showing “Pay Upon Invoice” option under payment options for selection.

Please note (We enabled pay upon invoice setting in merchant business account). Please find attached screenshot.

And as we are trying to integrate paypal plus for germany, please let us know whether paypal supporting latest integration of paypal plus or not?

What documentation are you following. Please review this documentation, https://developer.paypal.com/docs/checkout/apm/pay-upon-invoice/, and if you're not using it to integrate your solution please do so. 

If you are using that documentation and are still finding this is not working, please let me know.
