sandbox - unable to subscribe

Hello,
I have a paypal button that loads the payment window. that part works but when i try to subscribe using my test account it fails with this message:
"Sorry, we couldn't set up your subscription using the payment method you selected. Please try another payment method."
I tried the credit card on the account that also returns the same message.
Anyone have any ideas how to test buying a subscription?

I have read somewhere that you must confirm the sandbox user emails.
But this does not seem to work for me.
